Capacity Building
Capacity building in regard to usage, administration and maintenance of the established systems has been the focus of many EU CARDS PPU activities. Training activities and seminars have been organized in areas related to the various programme components. For each seminar EU CARDS PPU prepared and distributed Work Books and Attendance Certificates for the attendees.
Drafting and submission of technical instructions, standardisation of forms, study tours, seminars and training activities were all been performed as components of the important training programme targeting officers from all the police bodies in BiH; the topics covered from 2003 to 2007 were:
• Management Training for Police Commissioners;
• Training of trainers and investigators of Crime Investigation Departments;
• Advanced Detective Training;
• Training in operating AFIS;
• Training in Fight and Intervention against Human Trafficking, Sexual Offences and Hearing of Juveniles;
• Special Intervention Units;
• Training on Administration of ORACLE;
• Train the Trainers for basic use of IT equipment;
• Training of Middle/Senior Financial Managers;
• Advanced training of investigators of the Crime Investigation Departments;
• Training of the Police Training Centres management and training of the Police Training Centres instructors;
• Training of the Special Intervention Units/Support Units on the police mediation in the resolving of the conflict situations;
• Advanced training of the police officers employed in the Counter – Diversion Departments

Interception of telecommunications
Training for administrators and for users was delivered by the EC Delegation contractor. A seminar for operators and one week training for administrators was organized by PPU and delivered in June 2008, March and April 2009. These activities provided the attendees with full information about the best European practices in this field and on the updated status of the project in BiH. Another important goal was to increase the confidentiality of administrators and operators in using the system.
A study tour
has been organized in cooperation with TAIEX in order to let police directors and their experts assess systems for interception of telecommunications in Italy and TETRA in Slovenia.
Forensics DNA
The training on use of donated DNA laboratory equipment was delivered as an on-going, hands-on extensive activity lasting for total of 6 months. Sessions were held at Federal Police Administration forensic centre and by distance. In addition some sessions were delivered within the forensic centre of the Croatian MoI in Zagreb. Biologists of the Federal Police Administration are now capable of performing DNA analysis according to the most advanced scientific technologies.
AFIS Administration Team and operators
The goal of the first component of the training was to provide the members of the Administration Team with a good understanding of operational as well as technical aspects of the system. This was important in order to enable them to provide support and administration of the system in a timely and reliable manner and to enable them to organize work processes and training for remaining users–operators in their respective organizations (train the trainers).

One session was dedicated to the IT experts in these organizations. Training aimed at increasing the confidence and capacities of AFIS operators in better exploiting this complex system.
Forensics Study tour
The level of education of the Forensics experts was further improved through a study tour to the Forensics centre of Spanish Ministry of Interior. This activity was recommended by the relevant police authorities in order to provide the Bosnian forensic experts with direct experience and to present the possibilities and performances of an advanced forensic institution and to establish close contact with its management and experts. This component has been planned and financed in cooperation with AECID. Six experts in chemistry attended the mission which succeeded in meeting the envisaged objectives.
Oracle database training
This activity targeted at improving capacities for maintenance and administration of the donated IS. The training was delivered by certified ORACLE trainers. Two sessions were delivered focusing Database Management and Oracle development tools.
Linux database training
The training included Installation of RH Linux, planning installation, choosing the settings, adding packets; basic commands and configuration, tuning the system; Preparation of Linux for installation of ORACLE DB or OAD.

Criminal records database
The seminars aimed to improve the capabilities of the operators to use the software for the exchange of information from registries of criminal records. Different sessions were organized in order to reach a high number of police officers including administrators and operators.
Analyst’s Notebook workshop
The activity targeted analysts of police bodies and provided them with relevant information on the system and its use.
Workshop on Surveillance of criminal environment
The activity was linked with the already delivered equipment and aimed to provide refreshment training to the police operators.
VoIP
A seminar was held in order assess the status of the system, to study the integration of VoIP with other telecommunications networks and to finalize the nation-wide dialing plan.
DNA CODIS
a course was delivered in order to manage the specific installed software for storing and search DNA profiles.
Information Systems’ security
the course focused on ethical hacker capability In order to provide skills to the systems’ administrators in order to prevent external attacks. |
