Lawful Interception of telecommunications
The aim of the project was to provide all the LEAs in BiH with basic tools for execution of surveillance and technical recording of telecommunications to combat organized crime. The proposed system was designed in accordance with the requirements set up in the European Union Council Resolutions of 17 January 1995 on the lawful interception of telecommunications (96/C 329/01) and of 20 June 2001 on law enforcement operational needs with respect to public telecommunication network and services (9194/01) and according to the Bosnian laws and National Action Plan against organized crime, as well as the best European practices.
The system targets all types of subscriber services in fixed networks, all types of mobile phones, IP-based traffic in the areas of public telecom operators. The project solution includes three public telecommunication operators providing fixed and mobile telephone lines and data services that should work on the system concurrently. The identified technical solution includes one Recording and Monitoring Centre (RMC) for all Law Enforcement Agencies and different Listening Centres distributed to the police units as users. The RMC is a service for all the LEAs with the possibility of recording, storing, playing in real time and playing back telephone calls. The RMC's components are an interface, that is easily scalable for possible future expansion, and an operational server that receives, administrates, stores, manages data from the interface and routes data to the listening Centres.
Listening Centers are located within the relevant departments of the police bodies in BiH and connected with the Recording and Monitoring Centre.

Provision of this equipment, with the related trainings on its use, gives the competent police units a real boost in their capability to combat crime, using highly sophisticated devices.
